Question related to mission None

 

Hello , a'm solving this task and result for 13:42 in my opinion is 209.4 , and i don't know why we look at right side of hands in case of 02:30 and opposite side in case of 13:42 ?

I don't say that is a mistake but just asking for help to understand.
